Referrals for the UNITY and Housing Authority of Jefferson Parish “Moving On” Initiative are now being accepted. The first round of applications are due to UNITY June 3, 2020 for current PSH and RRH clients in Jefferson Parish to transition in place to Housing Choice Vouchers. If you missed the training that was provided through HUD’s Technical Assistance provider CSH, you can access the slides and recording with these links.

“Moving On” is a partnership between the Housing Authority of Jefferson Parish (HAJP) and the Continuum of Care. It is designed for people who are currently enrolled in Permanent Supportive Housing (PSH) programs AND Rapid Rehousing Programs (RRH) who:

  • Demonstrate housing stability in their housing unit;
  • Are no longer in need of intensive services; and
  • Are ready and able to move on to a Section 8 Housing Choice Voucher rental subsidy.

This iniitiative is a way for people to transition to rental assistance from HAJP while remaining in their housing unit to transition in place.  The initiative will create program openings and allow the CoC to refer new clients who need the supports of PSH and RRH programs.

Programs submitting an application agree to:
1) Assist client to maintain housing stability for 6 months to ensure successful transition
2) Accept a new referral from the CoC Coordinated Entry System Manager upon submission of the application to UNITY

For clients interested and eligible in “Moving On,” PSH and RRH Case Managers need to complete and submit an application packet consisting of three (3) referral documents plus attachments:

The Section 8 Housing Choice Voucher Program provides housing assistance, in the form of Section 8 vouchers, to low-income families. The Section 8 vouchers are used to help the family pay for housing. Local public housing agencies (PHA) administer vouchers based on household income and family size and recipients are free to choose any housing that meets program requirements.

How does one qualify for Section 8?

To be eligible for Housing Choice in Jefferson Parish, Louisiana you must:

1. Have low or very low income based on annual gross income; the family's income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live.

2. Be in need of decent, safe, and/or sanitary housing.

3. The applicant must meet the documentation requirements of citizenship or eligible immigration status. Undocumented immigrants are not eligible for section 8 housing voucher assistance.

4. Anyone evicted from public housing for drug-related criminal activity are ineligible for assistance for at least 3 years from the date of the eviction.
