Here's the thing about "It Has To Be This Way": it's a vague song, and compared to the other boss themes in MGR, it's vague enough that people can interpret it as Raiden's POV, instead of Armstrong's.

But if we're getting literature-crit on this, I really don't think the song is about Raiden actually comes around to Armstrong's beliefs. Not just because it would be weird to go the entire game having the boss themes singing the Boss' POV and for the final one to switch to Raiden's POV, but as Raiden says moments before this stage of the bossfight: "You're not greedy... YOU'RE BATSHIT INSANE!" That's 100% a rejection of Armstrong's worldview.

In my mind, it fits much more that this song is Armstrong, the social darwinist, might-makes-right warmonger, seeing Raiden's strength, and acknowledging it. In the end, Raiden 'wins' by killing Armstrong, but for Armstrong, that's how the world should be. Raiden beat him, he is stronger, so he gets to decide the rules of the world. Armstrong ultimately does have a respect for Raiden, as he tried to win him over and seemed genuinely hurt when Raiden tricked him.

Ultimately, the song is great, and it's vague enough to wear it works wonderfully as a "We aren't so different, you and I + climactic final conflict song", representing a somewhat villainous acknowledgement ("but who's to judge the right from wrong") and respect that the other person has a conviction with their viewpoint, but that neither will ever back down, and as such, the clash of ideology is unavoidable (hence, "It Has To Be This Way").
