1st you need to craft it from cloth. Then drag the sleeping bag onto one your hotkeys (1, 2, 3, 4, etc.) and equip it (by pressing the corresponding #). Then look at the ground and left click wherever you want to place it. Now you have a sleeping bag / respawn point.

Yeah and when you die you'll spawn there automatically but there's a 4 min wait peroid between spawns. Having a couple of sleeping bags eliminates that problem.

But the sleeping bags can't be within 100 metre range or something like that. You need to have them further apart and preferably in different buildings and alcoves. The better tool is actually a bed as if you have 5 beds in your house and you are being attacked, you can spawn there 5 times!

This isn't minecraft. You don't craft items. You find them in the item list (that you have blueprints for) and you craft them from there. Sleeping bags cost 30 cloth, and 100 wood.
Find two hemp bushes, or kill a hog (then harvest the cloth).
Hit a leafed tree with your rock ten times.
